In November 2013, Paul spoke before the New Hampshire Supreme and Superior Court law clerks on the creation and termination of highways (public rights of way). The law clerks are an elite group of young attorneys chosen to assist New Hampshire judges in legal research projects. Paul’s remarks also addressed the controversial subjects of “paper streets” and who owns the fee underneath the public easement.
